Update: EU Customs Changes on Mandatory Product Identifiers (PIDs)

This update is a follow-up to a previous announcement. The European Union will introduce a further requirement from 1 November 2026: Mandatory Product Identifier (PID) information for applicable business-to-consumer (B2C) shipments imported into the EU.
Does this apply to your business operations?
This requirement applies specifically to B2C shipments: goods sold and shipped directly to private consumers in the EU, including via e-commerce platforms and marketplaces. If your shipments to the EU are exclusively B2B to VAT-registered consignees, this PID requirement does not apply to your shipments, and no action is required on your part. If you are unsure whether any of your shipments fall within scope, please contact your Royale International representative to confirm. What is a Product Identifier (PID)?
A PID is a unique product reference that allows customs authorities to accurately identify a specific product on a customs declaration. It helps ensure that the correct product information is declared and supports traceability of goods throughout the supply chain.
What is changing?
From 1 November 2026, PID information becomes a mandatory part of the customs declaration for applicable B2C shipments imported into the EU.
- New document codes for PIDs will also be introduced and must be included in the customs declaration from this date.
- Customs authorities will be able to enforce the requirement, and may reject, check, or further investigate declarations where PID information is missing or incorrect.
- PIDs have been accepted on a voluntary basis since 1 July 2026, so clients in scope are encouraged to begin capturing and testing this data now.
The three PID types
- Merchant Product Identifier: the seller’s own product reference, typically the SKU, item code, or product code.
- Non-Standardised Manufacturer Product Identifier: the manufacturer or supplier’s own unique product code.
- Standardised Manufacturer Product Identifier: provided only where one exists, e.g. a barcode, ISBN, EAN, or GTIN.
If PID information is missing or incorrect, shipments may be suspended or detained by customs, and additional charges may apply.
