Service Update: EU Customs Changes for Low-Value Goods, Effective 1 July 2026
(06 July 2026, 15:00 HKT) The European Union has removed the import duty exemption for goods valued at EUR 150 or below, effective 1 July 2026. This EU-wide regulatory change applies to all carriers and logistics providers.

B2C shipments valued at EUR 150 or below are now subject to additional import duty on top of VAT.
All B2B shipments, regardless of value, now require formal customs declaration. Duties and taxes, where applicable, are assessed on the declared value and HS code, and charged according to the agreed Incoterm (DDP: shipper; DAP/DDU: consignee).
To ensure smooth clearance, shippers must include the following on the commercial invoice:
- The consignee’s EORI number (required for B2B; shipments cannot be cleared without it)
- Definitive HS codes with accurate descriptions and declared values
- Clear B2B or B2C designation and the agreed Incoterm
- The consignee’s email address (recommended)
Accurate declaration remains the shipper’s responsibility under EU customs regulations. There is currently no impact to transit times for shipments with complete documentation.
